The Camphill Community Trust
Supporting Coworkers in Old Age or in Need

Introduction

The Camphill Community Trust was established in July 2005. It is a charity (CHY 16186) and has a board of Trustees.

The work to establish the Trust was motivated by a sense of responsibility towards the needs of Camphill co-workers in old age and towards the exceptional needs of younger co-workers. Its potential to provide real support depends on its capacity to focus on future unmet needs.

What is the Camphill Community Trust (CCT)?

The CCT is an independent charitable trust with a board of trustees. It has charitable status and it produces a set of audited accounts each year.

Where does the CCT get its funds?

Each Camphill Community in the Republic of Ireland pays an agreed amount of money into the CCT each year.

What can the CCT do?

The CCT can... make provision for the support of persons who are, or have been members of, or substantially associated with, the Camphill movement in its various organisations in the Republic of Ireland and who have become through sickness, infirmity, old age, poverty or other necessitous circumstance, in need of financial support, care, nursing, accommodation and/or anthroposophical, medical or other treatment and to make donations, loans and other financial help available to such persons.

Needs that cannot be met within the objects of the CCT or that are normally met through a community's normal revenue expenditure (e.g. school fees, training courses etc.) should continue to be met from such sources.

Pearse O Shiel is the Secretary to the CCT and Michiel Brave represents the Trust Advisory Group (TAG) at the meetings of the Trustees. The Trustees meet quarterly, in March, June, September and December.

How are Trustees chosen?

Nominations to the Board of Trustees are considered by the Trust Advisory Group and brought to the Council of Camphill Communities of Ireland Ltd. for decision. The Board of Trustees is also consulted about Trustee nominations.

What is the Trust Advisory Group (TAG)?

The TAG is made up of representatives from each Camphill Community and it makes recommendations to the Trustees on applications that have been made by communities for support. The TAG meets quarterly.

Who can apply to the Trust?

Applications to the Social Fund are made by a community on behalf of an eligible individual who has been in a Camphill community for over 2 years and each application is sponsored by the Camphill Advisory Group member from the relevant community.

How are applications for support to the CCT dealt with?

The Community will discuss a request for support at community level and obtain the support of their Local Committee. The application may then be brought to the quarterly meeting of the TAG for decision as to the recommendation to the Trustees.

Recommendations will be brought to the Trustees by the Secretary of the Trust and decisions will be conveyed by the secretary to the community concerned and to the TAG.

What information is sought in an application?

The application form will include a request for a personal letter setting out the applicant's present circumstances and a description of their next intended step.

What if I no longer live in Camphill but have lived in a number of Camphill communities in Ireland and elsewhere?

An application should be made through the last community you lived in or the community in which you spent most time. The Association of Camphill Communities in the UK and Ireland will try to collaborate so that any application that involves support from more than one Trust will be co-ordinated.

What can an individual do if he or she is not happy with the community's response to their request for support?

An individual can insist that an application be brought to the TAG for consideration even if the community has decided to recommend that no financial support be provided by the Trust.

What can an individual do if he or she is not happy with the decision of the TAG?

An applicant can appeal a decision of the TAG to the Appeals Panel by notifying the chair of the panel in writing within 14 working days of the decision?

Who is on the Appeals Panel?

The Appeals Panel comprises the Chair of the Camphill Communities of Ireland, the chair of the Advisory Group, the Chair of the Neighbourhood Meeting and one external member of Council or their nominee.

When will an appeal be heard?

The date and time of an appeal hearing will be agreed between the applicant and the chair of the panel and will take place at the latest, at the next scheduled quarterly meeting of the Advisory Group when a decision will be made and communicated without delay.

What will the Appeals Panel take into account?

The Appeals Panel will consider any new information and may review the decision of the TAG. The decision of the Appeals Panel is final.
